Disable workflow protocol option in SBWP

it might sound strange but I got a request to disable the workflow
protocol for certain users.

The problem is that authorization seems only to be checked only on basis
of the transaction "SBWP" and not depending on the buttons users might
press in the business workplace. Thus I am wondering whether there
really is a simple possibility to disable processing the workflow
protocol for some users or if this can only be achived by a SAP
modification.=20

Any good ideas on this issue?
