Issues with SWWDHEX job

During the weekend, we had some issues with the SWWDHEX background job that
triggers the deadline functionality during runtime. We were able to correct
this situation yesterday morning.
 
Today, I have noticed that workflow instances that have wait steps triggered
when we were having issues with SWWDHEX are still in wait mode even though
the requested wait time has passed (e.g. Requested start = May 10, 2004 at
0800H).
 
Question:
1. How could I re-trigger those Workflow instances whose wait steps were
triggered while ther were problems with SWWDHEX aside from going in manually
and completing each item manually.
2. After we re-run SWWDHEX yesterday, I assumed that it would re-trigger WF
instances in item 1 above that were in 'wait' status. I think that running
SWWDHEX is not retroactive judging by the WF intances that we need to
complete manually today.
