Check you have defined the possible agents of the task TS91000006 correctly to include
all those people who are found by the responsibility rule.

I'm trying to set FI workflow up in our training environment. I've made
3 people approvers. I refreshed the organizational management buffers
and the three people have been given workflow approval authorizations.
 
I've tested the role resolution via "Simulation of Role Resolution"
(transaction PFAC_DIS) and it finds all three approvers. But the
workflows are still failing with the following error message:
 
Activity 33: Responsibility 'AC92600007' is not valid agent for task
TS91000006
 
"Due to the agent entries 'AC92600007' (from expression '', which may be
multiline), no agents could be determined for activity 33 who may
currently execute single-step task TS91000006."
 
The workflows and roles work in all of our other environments.
 
Does anyone have any ideas on what I should try next? I think the
problem is with authorizations. Is there a way these authorizations
could be traced when the workflow is kicked off?
