Raju,
Personalization is connected to the user master - it is not a part of the user master.
Personalization values and structure depend entirely on how the personalization key has been defined.
If you want to udpate personalization data, look at how the personalization key has been defined in
transaction PERSREG. This will show you the routine which updates the data  and you can go from there.
There is quite a bit of good information in the SAP Library on personalization as well that you may find helpful.

Is there any easy way to update all user master records in personalization
for approval limits? Are there any BAPIs or BADI's? I think BDC is little
tricky though.
