Work Item Texts : Logon Language

In our development and production environments the 'Display work item texts
in logon language' check box is not ticked but the descriptions display in
the users logon language. Which is what I would expect, after all it is
their logon language.
 
However in our CRM QA system, Work Item texts do not display in the log on
language until the user goes to Settings-->Workflow Settings-->Personal
Settings and checks 'Display work item texts in logon language'.
 
Is there another setting somewhere that defaults to logon language without
'Display work item texts in logon language'  being checked ?
I cannot see the point of the system displaying in any other language other
than the log on language.
 
Has anyone encountered this before ?
