1)Step type "Ad Hoc Ancor;2)EBP workflow 3)Translation task name

Hi,
 
1)I'm on SAP 4.6C and i want to use "Ad Hoc Ancor" step type in my workflow,
How can I do that(i know that included in SAP 4.6D - 4.7)?
 
2) What is "EBP" and where can i read about that?
 
3) while i create a standard task can i manage the translation of "Name task" with a few languages?
