Deleting versus Delimiting Users (620)

The issue is that delimited users can have substitution set up, deleted 
users can't.

G'day Wug,

I'm wondering about the pro's and con's of deleting versus delimiting the 
dates when you no longer want a user in the system. There was a discussion 
of this some time ago and there are benefits in terms of maintaining a full 
history to delimit rather than delete.

What I'm wondering is is if there is a technical difference from an 
administrator point of view. In some off-list discussions it was thought 
that the ability to forward non-complete WIs was limited when a user is 
deleted. However in 620 this doesn't seem to be the case.

Is there a technical issue or is it simply a reporting/audit one.
