Missing agents not in missing agent list

The flag in T77S0 was set to "X".
 
I have following situations:
 
If I assign an agent to the task - this agent will receive the workitem
regardless of the rule resolution cannot return an agent - it does not show
up on missing agent list.
 
If I do not assign an agent to the task - no agent will receive the workitem
regardless that the rule resolution finds an agent - shows up on missing
agent list.
 
If I set the task to "General Task" and no agent is found via rule
resolution - all users receives the task - it does not show up on missing
agent list.
 
Question: How do I make missing agents from rule resolution show up on the
missing agent list? - but still be able to have "correct" rule resolution
agents receive their workitems?
So far I have only been able to make workitems appear on the missing agent
list if I remove the agents from the task - not the rule.

Claus,
There are some settings you need to make in table T77S0 to ensure that
if no recipient is found by a rule the work items are not sent to
everyone.

I removed the flag so now it does not appear on the errorlist anymore.
The reason why I initially set the flag was that all users received the
workitem if no agent could be found "General Task".
 
If I set the task to "General forwarding not allowed", nobody will
receive the workitem unless a user can be found via the agent
assignment. When I assign users there all these users will be set as
agents for the workitem which they should not.
 
My wish is to make problems (nobody found) in rule resolution show up on
the missing agents list enabling correction to the rule and use
SWI1_RULE to redetermine agents and continue the flow from where it
could not find an agent.

Hi Claus,
The work items will only go to SWI2_ADM1 if your rule does NOT have the
"terminate if no agent found" flag set. This flag sends the workflow
into error.

SWI2_ADM1
but instead the workflow goes into error.
