Changed Event after the W.F Completed...

Hello Experts,
 
      I am developing (Request For Payment) W.F  and there is a requirement that after W.F completion and final approval is giving. And someone comes and change the request, the W.F has to be re invoked again for approval.
 
What is the best way of doing this ? since the W.F triggering Event is FIPP.CREATED ?
 
and not CHANGED
