Check out the Properties tab in the workflow step in 6.20 and above.  You
can even use a nice little text area to enter long texts.  Perfect for the
sort of annotation you are suggesting.... Here comes the sun...

I use the Workflow task's text for notes.... occasionally. Very
occasionally. Usually not for things that I need later on - that would be
too easy.
