Check out the Properties tab in the workflow step in 6.20 and above.  You can even use a nice little text area to enter long texts.  Perfect for the sort of annotation you are suggesting.... Here comes the sun...

But where do you leave that note that you have a dodgy function module in
XYZ which gets that vital piece of data that makes everything hang together?
I use the Workflow task's text for notes.... occasionally. Very
occasionally. Usually not for things that I need later on - that would be
too easy.
