Dave,
This was a known problem in 620 - can't recall the OSS note to fix it but have a look.
Also try a container/block correction via the relevant menu options in the workflow builder
on both workflows.

Subject: Adhoc anchor step causes workflow to error

Hello group,

Was wondering if anyone had the same problem as I am experiencing using the
adhoc anchor step:

I have created my own workflow definition that uses an adhoc anchor
step that references a workflow that just displays a material. The adhoc
anchor step references
this workflow, with an identical container.

At runtime, the adhoc anchor step is enabled from the graphical log,
but when the user completes the work item (before the adhoc anchor) the
workflow goes into an error status with the following
error: 'Inconsistent workflow definition: node/step number 16 is not
available'.

I have searched for notes and not found any matches to my problem and
checked the basic data--> workflow settings for the main workflow and
the adhoc workflow and they look to be correct.

Anyone else used adhoc anchors and had problems ?
Cheers
Dave
