Thank you all Guys... We applied Notes 653093 & 658738 and it worked fine.
We are moving to PRD tonight hope fully it would fix the problem..

I encountered similar problems recently when upgrading to R3E.  I was not
able to execute for testing or change work items despite the fact that I
was an administrator.   SAP took a look at my problems and issued note
658738 on Sept 8th which outlines the necessary changes.  From the way it
reads, it is what you are encountering.

Thank you for the response.  I had a friend who is working on 4.6C.  when
she enters in the change mode (from SWI1 or SWI5) and reset the status of
the work item from swi1 or swi5 the system automatically gave the control
to
her to access the work item. But for some reason it is not happening in our
system.  We tried to work on this issue almost 5 hours yesterday but
couldn't get there.  We reset the buffer and played around with different
scenarios but no use.
 
Do we need to do anything after we go live with 4.6C, resetting or
exporting
any special customizing.  I debugged the code it is giving the error from
function module RH_WI_AGENT_EXECUTE_CHECK it is not finding an entry in the
internal table GEN_ORG_LIST, the entry is coming blank.  It is getting the
internal table from function module RH_ORG_INFO_AND_TASKS.
 
Let me know if we need to do anything, it is hard for me since there is no
copy of 4.6B system available for any reference.
 
Most of the times system sent me a message which I guess is a misleading.

Look to use the new features such as execute without agent check.
See the menu under Workflow admin ...
SWIA etc.
 
 
You can also "cheat" and go into change mode from SWi1, not actually change
anything but force the WF system to reserve the item for you.
You can now access it again.
 
I think this is the problem you are having...

I have a small problem.  We recently went live with 4.6C. I am really not
sure if this issue is related to a 4.6C or a regular issue.
 
 
 
In 4.6B, when I reset the status of a work item from SWI5 transaction the
work item used to be in a ready status and in the left side corner the
execute button used to appear from there I can take control of a work item,
After the upgrade the status on the work item is changing to Ready but I
have no way to take control on the work item.  When I tried to execute the
work item from activities screen it is giving me the following error

            Work item could not be accepted (->function canceled)

There is no long text attached with this.  I have been debugging the
problem
but couldn't find anything major.  Can you guys please assist me on this
issue.  Is there any change in the procedure for taking over a work item in
