slightly off topic: wizard builder

Dear workflow experts,
 
My question is a bit off topic:
 
Our development team is looking into using the wizard builder (transaction
SBPT_WB) for creating a small wizard that will perform a few steps mostly
related to ABAP development, for example: creating a function module,
creating a user exit, etc.
 
The wizard builder option came up, but I am not sure that this is the right
tool, and since I can not find any online documentation for this tool the
question came up if this tool is 'up to date' and supported.
 
I guess we can write a small workflow for this task but since it has to be
distributed to many customers via transports we will have to address issues
such as workflow customizing, agent assignment and so on in the customers
systems, not all of them are using workflow.
 
Any suggestions ?
