Express work items at logon

The users claim that in 3.1 they would log on to SAP and they would get their Express work items.
 
However in 4.0 they do not have that.  If they are logged on at the time the work item is sent to them they can get the express work item.  Otherwise if they login they do not see the express work items.
 
The solution I proposed was to use the RSWUWFML and send their work items to their outlook emails with a link.
 
Am I Right???
