Even linkage broken after update to 4.70

Hi Ute,
 
In 46c is a bug that you use to trick the system (not sure if this has =
been resolved in 620, hope not):
 
- go to the graphical workflow definition=20
- Select Goto - Basic data
- You can activate and deactivate the linkage directly here, even if the =
system/client is locked; by clicking on the event linkage active 'leds'.

Hi everybody,
 
we are right now upgrading our systems to 620.
 
During the tests, following the update of our test-system, an error
occurred.
One of our workflows has not been started.
Transaction SWUD showed that the event linkage is deactivated.
Due to the system status being 'not modifiable', is there any other =
chance
to activate this event?
 
Transport from the development system is impossible due to
workflow-development being in process.
 
Any other idea?
