When to use SWDD_CONFIG - Workflow configuration

Hi,
 
Transaction 'SWDD_CONFIG - Workflow configuration' is meant for
configuring workflow specific settings that are used at runtime instead
of the settings made in the workflow definition itself.
 
Can someone tell me if this functionality is specifically meant for use
with standard SAP workflows, more specifically for defining f.i.
deadlines and responsible agents for these workflows? And thus if I want
to use a standard SAP workflow I have to define a workflow configuration
for that workflow in which I define the deadlines and responsible agents
(and other settings that are possible)?
