test from within WF ok but from outside WF user doesn't get workitem

Check the role at the task level in the workflow builder.  The role may
have resolved all three users.  This is often the case, and when a user
reserves the workitem it is automatically removed from the other two
inboxes.

I checked that and ensured that the event was triggered but now all
three users get the workitem.

Check that the triggering event is activated for the workflow template
(transaction code PFTC_DIS or PFTC_CHG, click on the Triggering Events
tab).

4.6B - a very simple three activity step WF. I test from within WF
builder and the user receives a workitem, but when I signon as user1 and
save a material then user2 does not receive the workitem. What am I
missing? I appreciate any response or even any hints. Thanks
