How are you determining the agents? Custom code or the user-exit
embedded in the delivered standard role?
 
How are you testing? Are you using the test workflow transaction?

I have a new workflow that determines agents from release codes.  When I
test the workflow the agents are correct however when I trigger the
event
for the same work flow all users get the work item.  Why is it
different?
