I have solved the problem by creating the event with a 'CALL TRANSACTION'
to the transaction SWUE.

Not according to my experience with this function module.
 
According to "Practical Workflow for SAP" there is a parameter for
SAP_WAPI_CREATE_EVENT, which can be used to indicate that the COMMIT
WORK should be done by the function module.
 
It *looks* like there is a parameter for SWE_EVENT_CREATE but it does
not seem to work in this fashion. Here at MIT, we had to code the
COMMIT WORK ourselves unless we were calling SWE_EVENT_CREATE from
within an SAP logical unit of work.
