errored workflows dont send mail to administrator

Hi Workflowers
 
I'm having a problem whereby errored workflows dont send a message to the
workflow administrator set up in swu3.  Any ideas why this might not occur?
 
The error message I get is in a background task
IX 021 Partner maintenance cancelled.
