Workflow administrator does not get error messages

Hi
 
I've noticed that despite assigning a userin swu3 to be a workflow
administrators, he does not get any error messages from errored workflows.
I tried linking to and org unit and position too, but still no error
messages.  Do only certain types of errors send automatic error messages to
the administrator?
 
Any ideas why?
