Who knows a user exit of purchase requisition?

Have a look at ad-hoc agent assignment (one of the workflow wizards).
The only trick  is to make it popup on saving the PR - normally it would
go to the inbox first. Perhaps if one could start the WF directly, but
for that you'd need a userexit.....
