Cant assign agents in customer system!

Hi
 
I tried SU53, but there is no authorisation problem.
I think that some PD config / T777* entry maybe missing somewhere in the
customer test system, any ideas what entry would enable agent assignment and
assignment of tasks to roles, where I should be looking?
