Hi,
You can use this function module 'SWL_WI_NOTE_CREATE' and you specify
the workitemid. This function module is used by the Object SELFITEM in the
method NOTE_CREATE. This fucntion module will display a standard screen
where you can attach what you want.

Hi.
I've not used this function module but I have created "normal" attachments
to
a workflow with another function module. For this I used the workitem id
of
the main flow and not the id of the single step. The attachment was
available
from the next step in the workflow.
