But in Rick's particular case I understand it as all user parameters had
been removed. It is more likely that the ESS solution depends on some other
user parameter.

a couple of days ago Kjetil Kilhavn clarified this one in this SAP_WUG:

I understand how parameters work in general, but I do not understand how
or what
the WLC Workflow: User-specific settings do. We had a situation where a
users parameter data
had been removed and an ESS Time Approval failed. We put the values
back into the
Parameter values and now it works.
 
Could someone please help me understand?
