Event Image Assign not generated

I had a similar problem in R3E and OSS notes 593704 & 607400 fixed it.
Ofcourse, I am assuming that the correct config is in place.

Hi Workflowers,
 
I have a small Workflow with one step (TS30001128 - IMAGE
IMAGEASSIGNEARLY)
On Rel 4.6b it works without problems
 
After the put to Rel 6.20 it doesn't work. The event IMAGE ASSIGNED
fails with this
Message:
 
 Event not generated (creator work item
 000000000000 <> receiver work item 000000915464)
 
the (OSS-)Note 352927 is ok.
 
Any suggestions?
