Hi,
If you really insist on this behaviour (see previous threads on this),
you could add a modelled deadline to replace/loop the workitem after a
short period of time - e.g. 1/2hour or so. Of course you might run into
the danger of the situation which the 'reserve ' concept avoids: Someone
starts the task, gets distracted/needs to do more research. In the
meantime someone else starts it as well, and wastes time doing exactly
what the first one is already doing.
User education to either complete a task you started or to replace it is
not such a bad thing.
 
Of course you could use a simple deadline and just drop XYZ a reminder
that they've started this task 4 hours ag and could they please complete
or replace it.
