Transporting Organisational changes

Can anyone help.  When I do changes to the Org Structure, eg create new
positions I always get errors in the transport.  The changes I do transport
successfully but the transport looks as if it tries to create further
position on its own.
 
The messages are
Starting activation of object S 50002194
Error while activating
 
I have looked and I cannot see why these extra positions appear in the
transports.  Any help will be greatly accepted.  Thank you
