General Task Assignment Transport Problem

Hello,
I have a problem in our CRM system and our BASIS team are struggling to
solve it.
I am not really sure if it is a problem specific to workflow or whether it
is more of a BASIS issue.
 
When I assign a workflow dialog task as 'General' in R/3 (4.6c), I am
prompted to put it on a customizing transport.
This is what I expect and want and can therefore transport the task
assignment into production.
 
However, when I do the same in our CRM (3.1) system, I am not prompted for a
customizing transport and therefore the workflow goes into QA with no
General task assignment.
 
Has anyone come across this sort of problem before and have a solution ?
