User names invisible for German systems (Legal requirement?)

Hello everyone,
 
I remember several years the BPT group doing workflow added an option in the
SAP Workflow customizing in order for the workflow logs not to trap the
names of workflow agents (Transaction SWPA).  This was to comply with a
german law requirement.
 
Does anyone know if this legal requirement still exists, and in which are
the details of this german law?
Is this a requirement for other countries?
