How to assign Agent from D.B

Hi all,
   I am fresh in workflow, with ABAP experience. I have just completed
BC600, BC601 and BC610. I have ordered  'Practical Workflow for SAP'.
 
Can anyone tell me how can I assign agents to the workflow, from DataBase
tables  ? and not Org Structure.
