Agent determination within workflow

Hi workflow users -
 
I've got a workflow where in one step the workflow initiator specifies =
who the agent of the next step should be.  In the next step it goes to =
that agent, and in the third step it should go back to the workflow =
initiator.  The rule is in place, the task is classified as general, but =
instead of going BACK to the workflow initiator it goes to the agent of =
the second step again!  Does anyone have any idea as to why this would =
happen and how to fix it?
