Yes it's the SAPScript editor and I have seen IF statements working in there.
Suggest you try the SAPScript help.

Can I use programming expression like if statement in the workflow text
editor. Is that like sapscript editor ?. Of course nothing
happened when I tried a sample if condition. Is there any documentation on
this ?
