Transport standard task's classification failed

Hi,
 
I want to assign 'agent/group of agent' to standard task TS00008068, which
is defined as general task in classification.
When I change the classification from 'general task' to 'general forwarding
allowed' in development, it was OK.  However when I transport this to
Staging, I got return code of 8 in the transport's 'Method execution':
 
    Method execution                         09/24/2002 17:32:56    (8)
Ended with errors
 
 8: Transport carried out with errors.
    Individual objects could not be transported successfully.
    Examples:
    - The original object was not overwritten
    - A repaired object was not overwritten
