Exclude Workitems from frowarding

Hallo to all,
 
maybe someone has a good tip ragrding follwowing problem:
 
Workitems of specific Tasks (TS) should be prevented from forwarding through
WF-Users.
 
Authorization-Object 'S-WF-WI' isn't a solution, because the users can
forward Workitems of other Tasks.
 
Has anybody a solution for this problem.
