Hi Steve,
 
Please find out who created this worklfow and why it was
created and activated.
 
Check FM is the fuctionality offered by SAP to include a custom
function module that will perform necessary check/s before
letting the workflow be triggerred. It involves coding,
workflow developer will be able to help you this functionality.
