Overriding Default Workflow Administrator

Hi,
 
Am I correct that the only way to override the default workflow
administrator for any given workflow template in 4.6c is via:
 
Workflow builder -> Header -> Responsibs. tab
 
Is there a way I can find all the active workflow templates in our
production environment which have overridden the default workflow
administrator?
 
If I display a workflow template via transaction PFTC_DIS, there is a
menu item that is available:
 
Additional data -> Person responsible
 
What, if anything, does setting this functionality accomplish in 4.6c?
