New workflow classification for PR's

An additional currency characteristic for the workflow for PR's has been
created for GBP.  When the new characteristic is added to class 032 the WF
strategy is not subject to release, even a line item in USD is not subject
to release.  If the characteristic is removed USD works as usual.
What am I overlooking when adding the characteristic to the classification?
Why isn't the WF triggering?  Why would adding the characteristic effect the
whole strategy?
