Condition operator 'CE' doesn't work at 4.6C

Dear workflowers,
 
I've thought that the condition operator 'CE' checks internal table
contains any element.
But it doesn't work at 4.6C.
The result of condition is always false though a internal table contains some elements.
 
Is there any restrictions to use that
And is it work correctly at R/3 Enterprise?
