WF new changes not taking affect

call transaction swu_obuf and synchronize/refresh your workflow runtime buffer.
we are on 4.6c and that is what we have to do.

Hello WFers,
Has anybody had the problem with the new changes not taking affect after
transporting?
I made changes on my WF ( multi-steps ).  The new changes are not taking
affect even I transport the request at least 4 times. I have checked the
version, everything looks OK. In the FW builder I can see the changes, but
when I ran it, the result is still the old one
