Workitems in Error

Workflowers,
 
I have a question.  We are on 4.6c.  When a workitem goes into error, it was my
understanding that the workflow administrator would be notified via an inbox
document.  I had noticed that we would get calls from users saying certain
workitems were missing.  When we would go searching for these missing workitems,
I found that the workitems were in error.  Like one specific time, there was a
send mail step and the email address could not be found so it set the workflow
to a status error.  I could not understand why the workflow administrators had
not been notified because I am the workflow administrator and I check my inbox
several times daily.  So I started reading SAP online help about workitems in
error.  It says that only background workitems in error are monitored by job
swwerre.  My question is how do you get errored workitems that are not
background workitems to be sent to the workflow administrator?
