Is this Possible?

Have those who suggested this understood the workflow basics in SAP?
That is, have they understood that all agents see the work item until someone
starts execution, or reserves it manually.
 
If they have understood that I suppose there must be some reason for wanting
this other mechanism.
If the problem is that people reserve work items without completing them there
are other solutions that can be made.
If the problem is that they want to keep their jobs by ensuring they are busy
defining authorisations several times instead of maintaining the HR structure
and using it then you have a non-technical problem.

Someone here has suggested that when a workflow generates a workitem that
instead of sending it to agents we store it in a public folder that anyone
with access to that folder can access it - I don't think that workflow is
designed to do this - or if it is even possible - could someone tell me if
I am right or wrong?
