Workflow Administrator Function

I am on 4.6D and use this transaction to take action on other user's
workitems daily.
 
I should have been more explicit about double clicking the workitems in the
view in order to be able to act upon them.

Hmmm, I'm on 4.0b;
at least on this version, if you double-click on the workitem,
you are branched to an overview screen which permits you to execute,
forward etc. workitems as if you were in that user's inbox.
