Change Document is Created, but event is not

Could it be that an explicit COMMIT WORK is required to raise the event. Do
you have that?

We created our own business object based on a small custom table (ZEMW).
We also created our own Change Document with the same key.
We registered the linkage in SWEC to create an event when the change
document is written.
I can't find any problem with my setup.
When we run a transaction which makes changes to the ZEMW table, a change
document is correctly written.
However, there is no event created.
Reviewing the event trace, there is not a "trace" of the event.  In other
words, I sometimes see that a change document will try to create an event,
but the event isn't available. In these cases, the event trace gives a
termination message.  This is not what is happening to me, instead, there is
no entry in the trace log whatsoever.
I know the linkage works for other objects because I can see them in the
trace log.
Any ideas how to get my events to be created?
