Your cryptic query is very interesting for a Friday afternoon :).
 
Try SWUS and see if the workflow actually starts. Then try SWUE and raise
the event that triggers it, and see if the workflow starts. Then do the
transaction that should raise the event and see if the event gets raised. If
this is output-related, the output config may need correction, or the output
may have been configured not to "trigger immediately" but with some job run,
etc, so you may not see the event raised immediately after the transaction.
All this assumes SWE2 and SWB_COND look OK, as you have mentioned already. I
may come up with some more options from my long history of workflow errors
if you can send me some more detail.

we do have a problem with a workflow template that was migrated from
development to production: even if everything seems to be fine and in place
(start conditions, workflow is active, etc), the workflow does not start, is
simply not doing anything...  What could be the problem?
