No administrator found for the task

Fellow workflowers,
 
      Upgrading from 3.1h to 4.6c
      Have all the templates and event linkages activated, and SWU3 looks
good.
      Create a FI document that is routed to my inbox properly.
      When I execute the workitem, I received message "No administrator
found for the task  5W 141" .
      Checked 'workflow administrator maintained' and changed to my ID.
Still no luck.
      Any ideas ???
