Pop-up Notification of workitems at Login time ?

Hello WF'ers,
 
You'd think after all these years, I'd know where this is, but...
 
I'm working on a new installation (4.6c) and users are not being
notified at login time when they have either unread documents or
workitems in their inbox.  I've been thru the IMG and tried to get thru
the help documentation, but it seems I just can't find the setting.
 
Does anyone know where I (or Basis) would go to set this so that the
notification pop-up appears ?
