Ronen,
There are a couple things you need to ensure are turned on:
 
In customising (transaction SPRO) do the following
 
Select Project System -> Structures -> Templates -> Standard Work Breakdown
Structure -> Settings for Standard and Operative WBSs -> Create Project
Profile (or transaction OPSA). Select the project profile that you require
change documents to be generated for. In the 'Basic Data' area of the
Control Tab is a 'Change Dcouments' check box. Click this on. Further down
in the 'Status management' area, the system I was working on already had
'Change Documents' check box selected.

Ronen,
Try 'PROJ' as the change doc obj, BUS2054 as the business obj. type and
CHANGED as the event.
Note you can also specify field restrictions to only trigger for specific
field changes.
 
If you need to know how to turn on the change document creation, I can
advise on that.

but when i get to part 2 - what is the change doc. object that i should
specify when creating a new entry ?

In short:
[1] create additional event
a) create subtype on BUS2054 (transaction SWO1)
b) add event "created" (no implementation needed)
C) delegate subtype (SWO1 main screen, menu settings)
 
[2] event linkage
if exists, between your change document and your event (use original objetc
type, not the subtype!) (transaction SWEC)
 
If you should have more in depth questions concerning on of the steps, go
ahead and ask!

the only event defined in standard is the 'created' event
 
can someone give me guidance on how to define a 'changed' event ?
 
the purpose is to use this as a triggering event for WF, each time a WBS
element is changed
