Did you look into event linkage table for your workflow template?
Tools--> Business workflow --> Development --> Administration -->
Event Manager --> Type linkage
 
Please check triggering event for both the workflow template as you
have mentioned.

Hello Workflow-ers,
 
I know there has been some discussion on the list recently regarding
Workflow
and TMS.  I am on a 4.6c system, new installation, and we just configured
workflow for transports via the IMG guide.  Now the WS template WS71000008
is
being kicked off when a user releases a transport.  That's great.  My
question
is, why (where?) was this particular workflow template chosen, instead of
the
other workflow template WS3000524 ?  I ask because we may want to modify
this
process and need to have a custom workflow kicked off instead.
 
(Jody Chassereau indicated that this value was set as a parameter to
SWW_WI_START in the FM CTW_WS_WI_START, so it seems to me the only way to
change these values would be to make a modification)
